From 1 June 2007, every home that is put on the market for sale in England and Wales will need an Energy Performance Certificate (EPC) as part of the Home Information Pack (HIP).

Within two years, EPCs will also be required for all rented properties as well. With an estimated 1.5 million required each year for HIPs alone.

The Energy Performance of Buildings Directive (EPBD)
The EPBD is being implemented in stages in England and Wales between now and January 2009. Article 7 of the Directive requires an Energy Performance Certificate (EPC) to be produced whenever a building is constructed, sold or rented out.

Under the Directive, the EPC can only be produced by "suitably qualified and/or accredited experts".

• As from 1 June 2007 - EPCs required for the marketed sales (and leaseholds) of existing dwellings. Exclude HIP sales built to Part L 2006 (until 1st October 2007). Interim and Predictive Energy Assessments come into play here – more information will be available here soon.
• 1 October 2007 - EPCs required on construction of all new dwellings
• 6 April 2008 - EPCs required for the sale or rent of non-dwellings of over 500 sqm and EPCs required for the construction of all non-dwellings and 'Display EPCs' required for public buildings of over 1000 sqm
• 1 October 2008 - EPCs required for rental of all dwellings and all remaining sales and leaseholds of dwellings (including non-HIPs marketed sales and all non-marketed sales). EPCs required for the construction, rental or sale of all other non-dwellings.
